As part of the Federal Governments economic stimulus package and to improve the energy efficiency of Australian homes, the Government will pay up to $1,200 for existing houses that do not currently have insulation to be insulated with ceiling insulation.
For most home owners, this amount will cover 100% of the cost of installation.
Landlords can also benefit from a rebate of up to $1,200 to install insulation in their rental properties. These rebates are in place now and will end 31st of December 2011.
The steps after the 2nd of November 2009:
1) Call Fletcher Insulation on 13 PINK to organise for a certified Pink Batts installer to come and do a FREE Measure and Quote. You need to get two quotes carried out to qualify for the rebate.
2) After deciding on your preferred installer and getting your ceiling batts installed, the installer will be reimbursed by the government up to $1,200.*
*The home owner must cover any cost above the $1,200 rebate limit.
PLEASE NOTE: To qualify for the assistance, the insulation must be installed by an installer who owns or is employed by a registered business operating in the installation of thermal insulation.
PLEASE NOTE: Householders who had ceiling insulation installed between 3 February 2009 and 30 June 2009 can send in their reimbursement application (included with the Early Installation Guidelines), together with two quotes, the tax invoice and receipt to claim a reimbursement of up to $1,600 or up to $1,000 in respect of a rental property. This must be done within six months of the installation.
So, if you have insulation installed between 3 February and 30 June 2009, please read the early installation guidelines to check if you are eligible and find out how to claim a reimbursement.
Home Owners:You are eligible for free ceiling insulation if you:
· Are the Owner-Occupier or Beneficial Owner of the dwelling where the Ceiling Insulation is to be installed
· Are an individual who is an Australian citizen or permanent resident aged 18 or over
· from 1 December 2009, have obtain two (2) genuinely independent quotes from two businesses on the Installer Provider register
· have obtained the approval of the owners’ corporation , if applicable; and
· have not have been granted assistance under the Australian Government’s Solar Hot Water Rebate program since the rebate was increased to $1,600 on 3 February 2009 for that dwelling; and
· have not have applied for or been granted assistance under the Homeowner Insulation Program or the Low Emission Assistance Plan for Renters in relation to the dwelling (a dwelling can only be insulated once under the Program including the Homeowner Insulation Program and the Low Emission Assistance Plan for Renters); and
· have correctly completed and signed the relevant section of the Work Order Form; and
· are arranging the installation of new Ceiling Insulation, not replacing existing ceiling insulation above what is deemed as having Negligible Effectiveness; and
· have not received or be entitled to receive assistance for the installation of Ceiling Insulation in the dwelling under any state, territory or local government scheme which combined with any assistance under this Program will result in the Householder receiving assistance in excess of the total cost of the installation of the Ceiling Insulation.
Landlords / Renters: You are eligible for free ceiling insulation up to $1,200 if you:
· the Landlord of the dwelling where the Ceiling Insulation is to be installed and be:
o an Australian citizen or permanent resident aged 18 years or over; or
o a corporate entity incorporated in Australia; or
· the Tenant of a dwelling owned by a Landlord who has evidence of the Landlord’s permission (letter from the Landlord or Landlord’s agent) to install Ceiling Insulation in that dwelling under the Home Insulation Program and to sign the Work Order Form including giving a release on the Landlord’s behalf;
· from 1 December 2009, have obtain two (2) genuinely independent quotes from two businesses on the Installer Provider register
· have obtained the approval of the owners’ corporation , if applicable; and
· have not have been granted assistance under the Australian Government’s Solar Hot Water Rebate program since the rebate was increased to $1,600 on 3 February 2009 for that dwelling; and

When Does It Start/Finish?
While the program commenced on 1 July 2009, the 4th stage of the program commenced on the 2nd of November, seeing the maximum cost of insulation covered by the rebate change to $1,200. The rebate is in place until 31st December 2011.

The R-Value requirements for the rebate are based on the climate zone you live in. Please see the below table and Climate zone maps to determine the R-Value that will see you get the most from your ceiling insulation.
